There was some talk about some solution inside apache space. In the short term
I will add a base travis.yaml since people running forks tend to like to run
their own travis.
In this case however in my environment I noticed Junit.vintage or something
would scan the class and find 4 not tests to run but would report SUCCESS time
0.0.
Not a big deal it is just part of the junit 5 learning curve.
