While working on GOSSIP-39 which controls the ActiveGossip process I realized
what we also need is a failure detector that is plugable too.
For example, if we have a gossip cluster spread out across data centers we
might want to use a different phi threshold for nodes in our rack vs nodes in
other dc's.
