There are two parts to GSOC you need a mentor and you need a proposal. The ticket you mention is already part of a proposal from another person. Can you please look through the jira and find another issue you would like to work on? If you can not find such an issue you have to make a proposal that you think would make sense sense for the project and discuss it here. Thank you, Edward
