Yes. The 'userguide' task does not check whether the generated docs are up-to-date. It just runs latex.

Not really. We just haven't gotten around to making it better. Gradle is pretty weak when it comes to figuring out whether work actually needs doing or not (not that it's any worse than most of the other java build tools). It just makes sure that things happen in the correct order. I'm pretty keen for Gradle to do better at not repeating work it has already done.
