This looks like a great framework to help with optimization.
My only comment on your wiki entry is that we would like to be able to change
the location of the state directory. Our build system allows us to select one
of several different "flavors" of our build, each of which goes into a different
target directory. I would like to be able segregate the state directory
information similarly so that it won't get confused when changing between
different targets.
