What must have happened is that I must have aborted a Bazaar
synchronization with the Subversion store after it had completed the
update of the new material but before it had deleted the old material,
and it had already updated the metadata so that it appeared that the
transaction was complete.  Thus on the next synchronization there was no
work to be done, there was just this extra file on the filestore not
part of the branch, but which I hadn't realized was there as I don't
work in that branch but in a branch of the branch.

So no-one's fault, just a bizarre set of circumstances.
