I'd say that's not necessarily true. Don't get me wrong, it would be great to 
have.

This is a *big* problem to solve and many engineering years have gone into 
tools before Gradle to try and solve this. We need to be smart to avoid wheel 
reinvention unless it's a suitably better wheel.

And as far as “primary”, that would imply that we shouldn't ship anything 
without a portability solution which I don't think is correct.
