I am getting more and more evidence that Gradle (at least M4 and after) is incapable of doing anything without an active Internet connection. If this is actually the case, then I think this should be considered a blocking bug. Or perhaps this is a known blocking bug already?
I guess what I want to check is that the problem I am seeing is a direct consequence of the Wharf problem, and is not actually a separate problem.
