OS: MS Windows 2000

System froze, as described in OO issue 10245 and OO issue 24187.
Power off.
Power on.
OO recovery failure.
Failure message:

%user-id%\application data\openoffice.org1.9.104\user\backup\junk.odg_0.odg 
does not exist.

System freeze occurred while test was conducted in an empty file (on purpose).

Is the OO complaint normal?
Should OO backup the file (empty)?
