This is an inconsistency. As you know the 12 presentation styles are available for each master page. So if you have two master pages you have the background and objects style twice. But this is not the case for the handout master page. It does not have any styles of its own. Therefore the stylist should not show the presentation styles at all on the handout master page since they are no valid styles in this case.
