Hello Weike,

If I understand the problem correctly then, when we have a shape in the
clipboard and the focus is in the slide sorter bar (by e.g. clicking on
one of the slide previews in it), we have to determine on which page(s)
to insert the shape.

As you already pointed out, there are three types of selection, but the
more I think about it, the more I think that the selection of the slide
sorter bar should be ignored and the shape should be copied to the
current page visible in the edit view.  Pasting a shape would then have
the same result, regardless of the focus.
