ResourceActivationClickHandler will send a resource activation request event.
After handling this event, ConfigurationControllerResourceManager will
ActivateResource. But the corresponding xResource can not be created because

xResource of TableDesign.
The person who implemented this table control has probably not been
aware of the use of the drawing framework to control the task panels.
If there is time then we should fix this but unless there is some UI bug
caused by this, it will have low priority.
