I am not sure that your task is possible without a running OpenOffice.org. You might try to parse the documents yourself. There is a folder 'ObjectReplacements' within the zipped documents, which usually contains replacement images of all the chart objects and other OLE objects. Maybe somebody knows how to convert this format to jpg?

We do something similar with "pictures" who has not the right format or pixel size. We Open a Hiden Drawdoc, place the picture in it and use the draw export filters to store the new picture to a known location for the HTML file.

That sounds promising. I would suggest to do the same for charts. For each chart copy it to a draw document, resize the page that it fits the chart size and export it to jpg directly or whatever format is suitable.

There is an issue for the missing chart->picture export feature already: http://qa.openoffice.org/issues/show_bug.cgi?id=21588
