There is no such thing, PDF Import generates only Draw documents at the
moment. And it won't be included in 3.2 (at least not in the orginal
download provided at OpenOffice.org) but is still an extension.

document in the Windows-Explorer and (e.g.) OpenOffice Writer (or Draw) is
automatically opened?
No, that will not be the case.
Sorry to sound so negative, but the PDF import extension is unchanged.
