extension in OO 3.2, but haven't been able to get it to import any PDF
document successfully. When I do a file open .PDF, OO 3.2 always opens
the Writer rather than the Draw. Writer displays cryptic characters
similar to what any program will do when it can't read the PDF document.

I think so.
When you do File|Open, you explicitly have to select .pdf as file type.
