I've checked:
- incubating in the name of release files
- CHANGES.txt exists
- signature verified
- checksum good
- LICENSE, NOTICE, DISCLAIMER are good
- apache-rat:check SUCCESS for licenses in the head of each source file
- source complie SUCCESS
- Third-Party Licenses are good

Since Griffin has been graduated as TLP, I have a question here:
Should we still tag as "incubating" in release? What's this release for?
