I'm not sure why Emmanuel mentions IP clearance, that's
http://incubator.apache.org/ip-clearance/ which specifically says "not
for new projects". If Groovy were to import more code later, that
process would apply (and take a bit longer due to the votes required).
But right now, for the initial code import of the new podling, the
signed Software Grant [1] is sufficient.
