The JavaDoc fix tool has been removed from the build for the next
release - we now use Cédric's gradle plugin (an external build-time
dependency, i.e.not part of the source zip).

Checked the package, the source from Git, there is one file whith no AL
2 license (buildSrc/src/main/java/JavadocFixTool.java) but I don't see
that as a blocker atm.
I suggest to solve this issue for teh next release.
