Note that it's whoever tallies the vote who must count how many
binding votes (i.e. from members of the relevant PMC [1]) happened.
Adding (binding) is courtesy for them but it's not required at all. In
a small PMC, people know who's a member or not, and otherwise there's

Votes from community members do not count as far of making decisions
an act of the ASF, but they are always welcome as a way for the
community to express their opinion.
