what is the purpose of these files?

-rw-r--r-- 1 pavel users 14 Dec 8 19:56 vcl/util/makefile.prj
-rw-r--r-- 1 pavel users 294 Dec 8 19:56 vcl/util/target.prj
Can we safely remove them?
