In AquaSalGraphics::IsNativeControlSupported() return also 'true' for the case (nType == CTRL_SCROLLBAR) && (nPart == HAS_THREE_BUTTONS).

Then have a look at KDESalGraphics::getNativeControlRegion() in vcl/unx/kde/salnativewidgets-kde.cxx, case CTRL_SCROLLBAR, search for the comments

                    // left/up button invisible.
