The place to do this would be GtkSalFrame::SetTitle in
vcl/unx/gtk/window/gtkframe.cxx (for gtk plugin) and
X11SalFrame::SetTitle in vcl/unx/source/window/salframe.cxx (for kde and
generic plugin).
As for window managers fixing their issues: if it's a bug, please file
it to metacity. If it's a feature request then you'll have to workaround
it; window manager developers are in my experience somewhat less than
cooperative when it comes to application's needs :-( .
