A couple of things:
- First, a systemd file isn't really a script, it's more of a configuration
file that tells systemd how to do something.
- It appears that _SCRIPTS primaries in automake are made executable during
install, since they are assumed to be scripts, and this isn't required for
systemd files - since they aren't scripts and don't execute, there's no reason
to make them executable.
