I think we should be good now:
Infra has added the details from the "HostPapa" emails to block further
messages from reaching the list.
I also went through the subscriber list and finally found a single
HostPapa-affiliated domain based in its whois information. I think that
address is the likely source. They have since disappeared from the
subscriber list before I was able to remove them manually, so they may
have realized what was happening and unsubscribed.
Based on what else I've read, the domain in question was from a company
that "HostPapa" acquired, so this may have just been an annoying
oversight if that email address was originally monitored by a human.

Hello all,
I've reached out to the ASF's Infra to try to chase down and eliminate
the spam that's coming to dev@ subscribers from "HostPapa".
My best guess for the moment is that either "HostPapa" is scraping our
archives or an email address on the list is automatically forwarding
received emails, resulting in automated responses and tickets.
I'll post further updates if/when I learn more, but that's the current
situation. The cause is not known.
If anyone on this list is affiliated with "HostPapa" and might be
causing this, even unknowingly, please let us know and take steps to stop
the spam.
