I might have some tips for you. This is how we did it.

Have you looked into a VNC repeater? Not sure if there is a free version,
but that would work.

We used a Different approach: ssh tunnels. This was however not trivial. No
out of the box program could be found for Windows that would Keep the
tunnels Always connected over bad connections like 3G so we had to develop
our own software for that.

So try looking into the VNC repeater, it will do the reverse connecting for
you.
