Fix For: 0.6.0
With this feature in MessageManager, one can send message in Superstep i to
receive it back in Superstep i+1. This is helpful in many scenarios. To mention
a few, it is currently used in the fault recovery logic. It is useful when the
programmer wants the messages in the current superstep merged in a sorted queue
of messages from all other peers.
