As discussed on dev@ as a consequence of HAMA-946, {{OffHeapVerticesInfo}} was
simply removed. It'd be good to see if we can revamp it to make it thread safe
and add it back again as that would help in scenarios where systems are low of
memory and maybe can leverage IO and store vertices off heap.
