For committers,please modify the *config* file of your local svn. "C:\Documents and Settings\$username\Application Data\Subversion\config" on winXP and "/home/$username/.subversion/conf/config" on Linux.
Just curious is TortoiseSVN get config from the same place? SY, Alexey
