I recall when this topic was raised for the first time, they mentioned
JIRA and Confluence as primary workloads. The JIRA was enabled
successfully, but it's a pity the Confluence slipped thru cracks!
Good time to fix the mistake now ;)
I raised HARMONY-5424 to track this. On first look it appears to be
similar to the problem we had starting JIRA, which turned out to be a
'creative' layout of the Manifest.mf file.
I'll take a look.
