There are a few PMC members who have not yet voted. Overseeing the
project releases is a fundamental responsibility of being on the PMC.
But I agree that we should finalize M6.
I agree head has been frozen too long :-( Maybe we unfreeze the code
and fix any M6 issues raised on a branch now.
