For HAWQ2.5.0.0 Release, there is some feature defined and redesigned. We
need to revisit scope for HAWQ 2.5.0.0.
Current there is some candidate feature for HAWQ 2.5.0.0.

New Feature: Support Writable ORC External table
New Feature: Make UDF can be run on segment
New Feature: Add resource enforcement
Performance Improvement: Improve performance for partitioned tables
