Since Apache HAWQ's development work was mostly based on GitHub, it is
attractive to make Apache HAWQ more adaptive to the GitHub's feature.
Here comes a simple draft and schedule
1. Github Action Workflow on Apache's HAWQ build
It runs faster that Travis and has more convenience on following CD jobs.
