Summary: HAWQ component reload shows misleading message on stdout

After running {code}hawq stop master -u{code}, the message on the stdout says
the master was successfully stopped.
The -u option does not stop the master, it only reloads the configurations. The
stdout message should be changed for this operation, so that it does not
mislead the user.
