For this Apache HAWQ dev community, I would like to setup an Apache Jenkins job to run Apache RAT <https://creadur.apache.org/rat/> with each code submission. The jobs main purpose is to verify license headers for source artifacts, based on the exclusions configured in the root pom.xml. If there is a violation, the job will automatically send an email to this dev community list. This is an initial first step utilizing the Apache Jenkins resources for the project.
