Fix For: 2.2.0.0-incubating
when user wants to build hawq and ranger-plugin, there lacks an option for
building hawq with the plugin. So there should add the option to configure
files and related makefiles.
Then users can build hawq when configure with the option "--enable-rps" and
"make install" will install the plugin as well.
