Round Robin Assignment of enabling table HBASE-4669 - Was: HBASE-4669- Needed for 0.90.x version

HBASE-4669 (Bijieshan's patch) is an useful feature and can be good even in
0.90.x.  Though it is an improvement i feel it will be a good value add .
Infact as part of our application we need a feature of that sort.  
Also i think it will not be a problem to the existing feature.  Pls provide
your inputs and suggestions if it is ok to backport HBASE-4669 to 0.90.x.
