There is a tool to view the HFile in textual format. You can see the usage
by typing the below command.
$ ${HBASE_HOME}/bin/hbase org.apache.hadoop.hbase.io.hfile.HFile.
>From the logs are you able to find out the reason for the region becoming
inactive.
Not sure if this the tool that you intended to know.

Hi All,
We currently have an issue in our HBase cluster that 2 of our regions on a
regions server have gone down. We can't enable or disable the regions. Are
there any tools to get the data out of it from HDFS files ?
We are ok with recreating the indices only for the keys in that region.
