-ROOT- and .META. automatically move to another region server

Hey guys,

I have a question about -ROOT- and .META. that automatically move from
region server to another.

I have three testing server:

ServerA: ZK, HMasterServer, HRegionServer
ServerB: HRegionServer
ServerC: HRegionServer

with Hadoop-1.0.3 and HBase-0.94.15.

At first,  -ROOT- and .META. were in the ServerA, but few days later,they
appeared in ServerB.

is this a normal situation?
