When using the AccessController and VisibilityController together, it is
important that the AC is placed first in the system coprocessor list. Otherwise
the VisibilityController will fail to initialize in a completely opaque way:

When initializing the VisibilityController, test for impending failure and
issue an informative message at ERROR log level.
