stack resolved HBASE-2713.

Resolution: Implemented
The first item, that tests should be after the conf dir, still holds though I
think it less likely folks run into it since tools for managing MR CLASSPATH.
The second item still true but again, tools for MR CLASSPATH help her: e.g.
./bin/hbase mapredcp.
Let me resolve as implemented.
