After HBASE-11639 will be implemented the visibility tags would be modified to
convert from oridnals to string and the same is replicated to the peer.
In Visibility controller we do all the visibility related processing based on
the assumption that the mutations would have the Cellvisibility in them. In
case of replication they are only cells. This JIRA is aimed at addressing this.
