Currently when the load balancer runs, it returns a list of plans to AssignmentManager, and it immediately executes all plans. It is very disruptive for our operations. Is there anyway I can ask Assignment manager to execute only few plans at a time? Once it finishes all smaller region plans, it continues with next set of plans.
