Let me reopen. This commit broke branch-1 builds (The TestAssignmentManager
failures we are seeing). There is no TAM in trunk so we did not see the issue
in hadoopqa. It took me a while to figure because yesterday did some messy
commits around HBASE-12664. Let me get an addendum in after figuring the
issue.
