Among the comments in HBASE-12294 was reference to the fact that you can't just
build HBase by running {{mvn package}} from the top-level directory because of
dependencies of certain goals on the hbase-annotations and hbase-checkstyle
modules. I'd like to take a stab at reorganizing the project layout so that
it's no longer necessary to do a {{mvn install}} on these modules before your
local build will succeed.
Down the rabbit hole I go, unless someone objects. :)
