We are setting RPC Codec using the configured WAL codec in 
RegionReplicaReplicationEndpoint. This seems to be an artifact of an earlier 
version of intercluster replication. 

Since we are doing the RPC from this replication endpoint in the same cluster, 
we should not change the RPC Codec at all.
