Currently we acknowledge if region is up in Target RS after being moved.We can
improve performance of Graceful Stop/Rolling restarts if we introduce a flag
based mode which does not Acknowledge if regions are successfully up on the
Target region server.This would work fine as Regions will be moved once Region
Server shuts down anyways.
