A coprocessor must go through RegionCoprocessorEnvironment#getRegion. in order
order to retrieve HRegionInfo for its associated region. It should be possible
to get HRegionInfo directly from RegionCoprocessorEnvironment. (Or Region, see
HBASE-12972)
