Nope, we need this. Even after upgrading to RAT 0.11 (see HBASE-14264), if I
don't add **/target/** to the exclude lists, RC builds fail at the second maven
invocation. Maybe it's only an issue with 0.98? Attaching a patch specific for
0.98
