Looking at master branch:
this.operationTimeout = this.conf.getInt(HConstants.
HBASE_CLIENT_OPERATION_TIMEOUT,
HConstants.DEFAULT_HBASE_CLIENT_OPERATION_TIMEOUT);
If I read code correctly, HBaseAdmin.execProcedure() uses the above.
Which procedure were you checking ?
