In https://builds.apache.org/view/H-L/view/HBase/job/HBase-TRUNK/6959/ we timed
out
org.apache.hadoop.hbase.namespace.TestNamespaceAuditor.testCloneSnapshotQuotaExceed
Its timeout was set for 30 seconds though it was making progress going by log.
It is medium category so let it have its 50 seconds before timing out.... use
the junit timer rule to do the category timeout.
TestScanner is hanging in 1.2 runs. Set category-based timeout on it.
